In a small oven-safe saucepan or skillet, heat 3/4 tsp of oil over medium heat. Add the garlic and cook for about 30 seconds, just until fragrant. Stir in the rice and cook for 1-2 minutes stirring frequently, until lightly toasted. Pour in the vegetable broth and stir to combine. Cover the pan tightly with a lid or aluminum foil and bake for 25-35 minutes or until the liquid has been absorbed and the rice is tender.
Remove from the oven and let the rice rest, covered, for 5 minutes. Fluff gently with a fork.
While the rice is resting, combine the lime juice, remaining 3/4 tsp of oil, cilantro, green onions, and parsley in a small blender or food processor.
Blend until mostly smooth. (If needed, add 1-2 tsp of water to help it blend.) Fold the herb mixture into the warm rice until evenly combined.
Taste and season with salt and pepper, if desired. Serve warm.
