Bring water to a boil, add first listed oil and soba noodles and simmer for 5 minutes, stirring occasionally to separate noodles. Remove from heat and strain, chill with cold water, drain off excess water and set aside.
In a bowl stir together salt, lime juice, orange juice, sesame oil, second listed oil and sesame seeds.
Roughly chop kimchi. Toss soba noodles with dressing, kimchi and cucumber until evenly mixed. Serve.
